IBEW Local 15 Senior Assistant Business managers Mike Freeman and Jim Collins along with Clerical Business Reps Fabian Vela and Lisa Sims have worked with the company to develop and implement a new Support & Administrative Selection System (SASS) agreement. The Support & Administrative Selection System is a battery of tests that the company uses to evaluate and recommend members for clerical jobs. SASS is a set of 3 test batteries developed by the Edison Electrical Institute to aid in the selection of applicants for clerical and administrative support jobs.
Under the terms of this new agreement, our members will now be able to schedule testing at their convenience. There will no longer be a need to wait for quarterly postings. You can now register for SASS testing at any time by simply submitting a testing request. This should help eliminate the possibility of schedule conflicts that could interfere with eligibility for postings. All testing, as well as commute time to and from the testing center will take place on company time. Remote and hybrid scheduled employees will need to report to the office on their scheduled testing day. Clerical employees also have the option to specifically request testing outside of their regular work schedule or while on leave if it is more convenient for them however that time would be unpaid. Physical employees who wish to take the SASS test will be required to schedule their test outside of company time and the time will be unpaid. Training for this new SASS procedure began the week of 2/24/2025. The Company has also committed to include this training in the onboarding process for all new hires, effective with the signing of the agreement.
Any person employed by the Company in any clerical position as of November 30, 2009, is grandfathered under the previous Clerical Aptitude Battery (CAB) and typing test and will be considered an eligible bidder for any demotion, promotion, or lateral opportunity for which successful completion of the SASS testing would otherwise be a prerequisite. All employees who were not grandfathered under the prior CAB testing and/or who are entering a Clerical job classification, will be required to successfully complete SASS testing as a prerequisite for all job classifications except: Entry Clerk, Customer Service Representative, Energy Technician and Senior Energy Technician. Employees who test anytime Monday through Friday and receive a Recommended result will be considered eligible from a SASS testing standpoint for regular clerical positions posted that week. If the employee tests on Saturday or Sunday, they will not be eligible until the following posting period starting Monday. For informational postings, the SASS certification must be completed by the end of the posting period.
